General Manager, Dongguan

Introduction:
Our client, a plastics manufacturing company in China, is seeking a General Manager for their Dongguan factory. The role involves setting up a new factory and overseeing all operational responsibilities.
Responsibilities:
- Assist in the establishment of a new plant
- Plan, direct, and coordinate daily operations of the manufacturing plant, focusing on production output, product quality and on-time delivery.
- Supervise the supply chain, including raw material import, stock management, shipment and customs clearance.
- Oversee quality, EHS (environment, health, and safety), HR and related activities.
- Build a trusting relationship with the team and recruit new employees.
- Manage all department heads and supervisors. Some departments will report to the headquarters in Europe and Hong Kong (Sales, new product development (NPD), Finance and administrative staff).
- Ensure prompt responses to customer needs and maintain strong relationships with them.
- Act as the main contact with local government agencies, such as fire, police, customs and health and safety authorities.
- Maintain a safe and healthy work environment by establishing, following and enforcing standards and procedures, and ensuring compliance with legal regulations.
- Stay updated on legal requirements, set related policies, procedures and systems, and ensure their implementation.
- Optimize company performance, implement continuous improvement activities, and maintain control over products and processes.
- Be responsible for the P&L results.
- Prepare and execute the annual budget, including capital expenditures.
Requirements:
- Proven experience as a plant manager or in manufacturing operations.
- Candidates must be based in Shenzhen for 6 to 12 months before relocating to the plant site in Dongguan.
- Good understanding of local regulations for operating plants.
- Adequate knowledge of business and management principles (budgeting, planning, cost control, KPIs, resource allocation, HR).
- Strong technical skills.
- Familiarity with industry-standard equipment.
- Knowledgeable about safety, quality, productivity, inventory, and stewardship processes.
- Knowledge of the plastic industry.
- Experience with plastics extrusion and compounding processes is an advantage.
- High sense of responsibility, teamwork, and integrity.
- Good interpersonal communication skills.
- Willing to travel abroad.
- Willing to work overtime.
- Experience in a multinational company is preferred.
- Experience in setting up a Wholly Foreign-Owned Enterprise (WOFE) is preferred.
- Degree in Mechanical Engineering or a related technical field.
- Proficient in spoken and written English.
