Introduction:

Acts as a strategic lead for the Human Resource Development (HRD) function while providing high-level support for general HR operations. The primary objective is to enhance workforce capability through structured training roadmaps, competency development, and performance management systems.

Responsibilities:

1. Human Resource Development (60% Focus)

  1. Strategic Training Roadmap: Design and implement the annual training plan and budget; perform comprehensive Training Needs Analysis (TNA) to align employee skills with business objectives.
  2. Competency & Career Path: Develop and maintain the company’s Competency Matrix (Core, Functional, and Leadership); establish clear Career Paths and Succession Plans for key technical and management roles.
  3. Performance Management System (PMS): Lead the end-to-end performance appraisal cycle, including the development of KPIs and behavioral competencies; provide coaching to managers on effective feedback and evaluation.
  4. Individual Development Plans (IDP): Drive the implementation of IDPs for high-potential employees and underperformers, ensuring a continuous learning culture.
  5. Training Evaluation & ROI: Monitor and evaluate the effectiveness of training programs using the Kirkpatrick model or similar frameworks to ensure a high return on development investment.
  6. Orientation & Culture: Oversee the orientation process for new hires and lead internal culture-building activities to drive employee engagement and core values.

2. Strategic HRM & Talent Acquisition (40% Focus)

  1. Strategic Recruitment: Lead the end-to-end recruitment process for specialist and management-level roles, utilizing advanced sourcing techniques and employer branding strategies.
  2. Employee Relations & Labor Law: Provide expert consultation on Thai Labor Law and internal regulations; manage employee grievances and disciplinary actions to maintain a harmonious work environment.
  3. C&B Support: Assist in the review of salary structures and benefits programs; oversee the accuracy of attendance data and leave management for payroll processing.
  4. HR Project Management: Spearhead special HR projects such as HRIS implementation, policy localization from HQ, and internal audit readiness for ISO/IATF standards.
  5. Reporting & Analytics: Prepare monthly HR KPIs and strategic reports for senior management, identifying trends in turnover, training hours, and recruitment efficiency.

Requirements:

  1. Education: Bachelor’s Degree in Human Resources, Psychology, or a related field.
  2. Experience: Minimum 5–7 years in HR, with at least 3 years specializing in HRD/OD within a manufacturing or international environment.
  3. Technical Skills: * Deep knowledge of Competency-based HRM and Performance Management.
  4. Strong understanding of Thai Labor Law.
  5. Proficiency in Microsoft Office (Excel/PowerPoint) for data-driven reporting.
  6. Language: Good command of English (written and verbal) for coordination with international stakeholders.
