Introduction:

We are seeking a proactive and results-driven Procurement Engineer to join the new chemical manufacturing facility (a greenfield phrase). This crucial role involves establishing and optimizing our procurement processes from the ground up. You will be responsible for strategically sourcing and acquiring a wide range of materials and services, ensuring cost-effectiveness, quality, and timely delivery to support our new plant's operations. The ideal candidate will combine technical understanding with strong negotiation and supplier management skills.

Responsibilities:

Strategic Sourcing & Procurement:

  1. Lead the procurement of all necessary materials for plant operation, including raw materials, chemicals, packing materials, general supplies, spare parts, and capital equipment.
  2. Manage the selection and awarding of service contracts as per approved requisitions.
  3. Develop and implement strategic sourcing plans, including placing bulk orders and covering annual requirements to secure the best possible prices.

Supplier & Vendor Management:

  1. Identify, evaluate, and select new vendors, actively developing a reliable supplier base for the greenfield project.
  2. Conduct vendor audits, manage performance ratings, and provide feedback to ensure quality and compliance.
  3. Drive competition among vendors to achieve optimal purchasing agreements and value.
  4. Negotiate enhanced warranty conditions, contract clauses, and provide technical input during equipment procurement negotiations.
  5. Identify and qualify alternative/substitute materials and suppliers to improve supply chain resilience.

Process & System Development:

  1. Design, develop, and implement new procurement systems, databases, and Standard Operating Procedures (SOPs) for the new manufacturing facility.
  2. Create monitoring tools for subordinates and provide guidance to ensure efficient functioning of the procurement department.
  3. Lead continuous improvement initiatives within procurement, incorporating best practices and internal customer feedback.

Market Analysis & Cost Optimization:

  1. Continuously monitor market trends, analyze competitor strategies, and gather market intelligence to identify cost-saving opportunities and promote competitiveness.
  2. Identify items suitable for long-term rate contracts, define quality specifications, and monitor pricing/discounts.
  3. Stay updated on new government levies and regulations, consolidating purchasing items to improve bargaining power.

Logistics & Inventory Coordination:

  1. Monitor the flow of raw materials (both local and imported), tracking shipments closely.
  2. Coordinate effectively with Customs & Freight (C&F) agents to ensure timely clearance of imported consignments and avoid demurrage charges.
  3. Finalize agreements with air and ocean freight agencies for the import of materials and equipment.
  4. Monitor inventory levels based on production plans and collaborated with suppliers for continuous quality improvement.


Requirements:

  1. Bachelor's degree in Engineering (Chemical, Mechanical, Industrial, or a related field) or Supply Chain Management.
  2. Proven experience as a Procurement Engineer or in a similar strategic purchasing role within a manufacturing environment, ideally in the chemical sector or a greenfield project.
  3. Strong understanding of procurement best practices, vendor management, and contract negotiation.
  4. Familiarity with relevant quality, safety, and environmental standards (e.g., IMS, ISO).
  5. Excellent analytical, negotiation, and communication skills.
  6. Ability to manage multiple tasks in a dynamic and fast-paced environment.
  7. Proficiency in English.
