Introduction:

We are seeking a highly experienced and results-oriented Procurement Manager to lead and manage all strategic sourcing and purchasing activities for our critical operations within the maritime logistics sector. This role is crucial for ensuring cost-efficiency, supply chain integrity, and the timely acquisition of high-value assets, focusing primarily on heavy machinery, complex spare parts, and key operational services.

Responsibilities:

1. Strategic Sourcing & Category Management:
2. Develop and execute comprehensive procurement strategies for the sourcing of Heavy Terminal Equipment (e.g., port cranes, reach stackers, terminal tractors) and related high-value spare parts.
3. Lead the entire procurement lifecycle, from requirement definition and vendor pre-qualification through contract finalization and post-award management.
4. CAPEX and Equipment Procurement:
5. Manage large-scale Capital Expenditure (CAPEX) procurement projects, ensuring all phases of equipment acquisition and deployment are executed within budget and schedule.
6. Collaborate closely with Engineering and Maintenance teams to define technical specifications for machinery and ensure compliance with operational needs and safety standards.
7. Contract Negotiation & Vendor Management:
8. Conduct high-stakes contract negotiations to secure favorable terms, pricing, and Service Level Agreements (SLAs) with global and local suppliers.
9. Establish, maintain, and evaluate a robust vendor performance management system, driving continuous improvement and strategic partnership development.
10. Logistics and Compliance:
11. Ensure all procurement activities adhere to international trade regulations, INCOTERMS, and local customs compliance requirements, minimizing delivery risks and optimizing import efficiency.
12. Oversee the management of logistics and delivery schedules for critical equipment and spare parts.
13. Leadership & Reporting:
14. Lead, mentor, and manage the procurement team, fostering a culture of integrity, cost-consciousness, and continuous process optimization.
15. Prepare and present strategic procurement reports, cost analyses, and future planning to senior management, providing actionable insights for business decisions.

Requirements:

Education & Certifications

1. Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related analytical field.
2. Relevant professional certifications (e.g., CIPS) are a plus.

Experience

1. Minimum of 7–10 years of progressive procurement experience, with at least 3-5 years in a managerial or leadership role.
2. Direct, hands-on experience in sourcing and procurement of heavy equipment or machinery spare parts is essential (e.g., for cranes, large vehicles, or industrial assets).
3. Proven track record within the Port, Terminal, Shipping, or Heavy Logistics Industry is strongly preferred.

Technical & Functional Skills

1. In-depth knowledge of end-to-end procurement processes, strategic sourcing methodologies, and advanced contract negotiation techniques.
2. Strong familiarity with INCOTERMS, customs clearance, and import/export processes.
3. Demonstrated ability to manage CAPEX procurement for large, complex equipment projects.
4. Proficiency in integrated ERP systems (e.g., SAP, Oracle) for procurement operations.

Communication & Leadership

1. Good command of business English communication skills (both written and verbal) for international vendor management.
2. Strong analytical, strategic thinking, and complex problem-solving abilities.
3. Proven ability to lead cross-functional teams and influence multiple stakeholders to achieve commercial objectives.
