Director – Master-planning & Urban Design (Real Estates Development)

We are looking for an experienced, strategically-minded and results-driven practitioner, with a combination of international experience managing and developing complex masterplanning and urban design solutions across a range of scales. The Director should have a clear commitment to an integrated design philosophy and be capable of bringing together a broad range of specialist contributors in an innovative and efficient manner across the business and its disciplines. They should be able to communicate complex design concepts simply and efficiently to Cambodia and multi-national clients and be able to manage multiple projects and staff. The ideal candidate will have the ability to lead client-facing engagement for a range of different clients, including private developers, institutional customers and public sector bodies. The Director should be capable of winning and delivering work (with guidance based on level of experience), from client development through bid strategy and execution, to project delivery and completion. In addition to design core skills, analytical capability and technical familiarity with landscape architecture, environmental planning and sustainability,

The responsibilities shall include, but shall not be limited to, the following:

• Develop innovative and comprehensive urban design plans, policies, and proposals.

• Prepare conceptual site plans, elevations, and sketches related to building or development

proposals, prepares flyers, posters, planning manuals, drawings, photographs, and illustrations

which may assist the public in preparing development applications.

• Research and document historic and contemporary precedents to help the Department develop

its design resources.

• Support feasibility study and business development for the Master-planning and Urban Design

• Ability to advise, manage and agree contracts with clients, manage programmes and

• Interface with wider businesses within the Group to ensure submissions maximize potential

• With the support of the Senior Director and Managing Director, evaluate project challenges

faced by the business and take action to mitigate risks and develop opportunities.

• Participate in forums to assist in the development of new ideas / innovation to promote and

improve the company design reputation.

• Promoting and developing inter-disciplinary working to maximize opportunity.• Overall project management including program and resource monitoring, quality control,

technical management and delivery.

• Reporting on a regular basis to the senior management team, ensuring accurate and timely

reports of key project deliverables.

• Ensure strong team communication to facilitate exchanges of information and knowledge across

the wider practice.

• Preparation and management of Project Execution Plans.

• Representing the business, including related disciplines, at external meetings.

• Participation in technical reviews of projects where required

Mobility On-site Consultant

Location: Hangzhou Xixi main campus 杭州西溪园区 Reports To: Client Services Manager Summary Commencing on a date to be mutually agreed upon by the Client and us, we shall place one of its employees on-site at the Client’s location in Hangzhou Xixi main campus to assist the Client in relocating its employees (“On-site Employee”). The scope of the On-site Employee’s responsibilities will be to provide daily GMS support and coordination, to answer ad hoc questions from HRG based on GMS policy, and to be an emergency backup to initiate immigration service if needed. The on-site employees have the authority to authorize Client files to us as described above. Client acknowledges that the on-site employees will process requests for immigration services to be provided by us, its subsidiaries, affiliates and other subcontractors to provide services to Client employees.

Essential Duties and Responsibilities include the following. Other duties may be assigned.


Mobility Service Support & Coordination

o   Station in Alibaba Hangzhou Xixi main campus on daily basis

o   Answer ad hoc questions from HRG based on GMS policy, provide basic counseling to Alibaba assignee per country specific

o   Coordinate requests and exceptions for Alibaba approval if needed

o   Coordinate signing of documents (e.g. immigration, exception) that is required by Alibaba GMS process

o   Send initiation on behalf of Alibaba and initiate Alibaba assigned relocation vendors for if needed

o   Generate reporting when required by client

Ø  Administration

o   Coordinate between Alibaba and us for any concern

o   Document filing

Ø  Ad Hoc Task – Willing to work on different tasks assigned by Company when required, e.g. market research for different or remote locations or other as needed reporting.

Manager of Cost Control - Real Estates

Oversees work closely with the project managers and project teams to respond effectively and efficiently to all the financial aspects associated with assigned projects.

  • Work closely with project leaders and department leaders to ensure timely communications regarding financial issues and challenges associated with capital projects.  
  • Expected to identify process or system roadblocks which impede the successful delivery of capital projects and to recommend short and long term solutions.
  • Managing the cost controls of assigned capital projects including; project expenditures, cost forecasting, cost trends, change order compliance, cash-flow forecasting and project financial status reports.  
  • Work closely with the project managers of assigned projects and will have a full understanding of the approved project budget and all expenses charged against the project. 
  • Responsible to know the terms of all contracts and purchase orders for each assigned capital project.  
  • Ensure all purchase orders are charged to the correct project expenditure line.  
  • Ensure invoices submitted for approval, are accurate and appropriate per the executed contract and contract documents. 
  • Responsibilities include reviewing invoices to ensure invoices are compliant with the schedule of values compared to project progress and contract terms.
  • Review and manage change orders to verify compliance with the following; contracted unit pricing, labor-rates, contractual fees, overhead and insurance. track approved and pending change orders against the approved project budget.
  • Provide cash flow modeling for monthly expenses.

Finance Director

  • Direct budgeting and forecasting processes for all new development projects, and work with Controller to ensure corporate forecasting includes most recent information.
  • Perform modeling and financial analysis for all new projects, and performance analysis for all existing properties and projects.
  • Manage debt financing platform for the company’s real estate portfolio and for new and existing real estate developments.
  • Responsible for compliance and reporting functions related to the loans, coordinating with accounting personnel to ensure all financial statements reporting requirements are met.
  • Develop corporate policies and procedures related to the company’s financing initiatives.
  • Review loan documents and manage loan closing process, including handling all lender and third-party deliverables.
  • Negotiate construction loans for new development projects and permanent refinances for maturing loans.
  • Manage existing lender relationships and develop new lender relationships.
  • Assist real estate and development teams with in-depth due diligence on as needed basis.
  • Create offering memorandums and coordinate activities to raise equity capital from existing high-net-worth and institutional relationships, and development new relationships that will provide capital for our growing pipeline of projects.
  • Manage investor relation activities, upgrade existing communication materials, and serve as a single point of contact for investors across all investments.
