The latest data from The Ministry of Manpower (MOM) show that employment demands in 2020 will remain high in Engineering, IT, and Sales positions. These positions continue to be hard to fill in Singapore because of the shortage of talent in these areas.

 

Yet, employees in the professionals, managers, executives and technicians (PMET) category, who make up over half of the local workforce, are the most vulnerable in the labour market. They are the hardest-hit in lay-offs and take the longest time to get re-employed - even when the bulk of vacancies are for PMETs. Reason is simply that the skills of many PMETs are no longer suitable for the new digital economy. 

With Singapore's aim to become a smart nation and a digital transformation leader, companies are looking for talent to rapidly digitise their organisations and remain competitive on the regional and global economic stage. Hence the demand for IT contractors: employers depend on experienced contract professionals to lead and assist their digital transformation initiatives and projects. 

 

In a recent poll done by the MOM among business leaders in Singapore, 40 per cent say that not all the jobs coming into the market in 2020 will be classified as high-skilled. The rebound in the construction sector is likely to continue in 2020, creating a need for even more workers. Also continuously in demand will be the rank-and-file roles in the services industry. 

In 2020, many economists and recruiters are expecting to see an increase in job vacancies in the health and social services sector. Whilst traditional services positions, including Finance, Insurance and Professional Services, that accounted for much of the job growth before will see a slow-down. Jobs in the banking sector, for example, are becoming more software-driven. Instead of hiring traditional banking staff, banks are now looking for people who are skilled in cyber security or compliance.

 

Economists agree that the present slowdown is not quite the same as previous economic downturns that Singapore has experienced. And the key difference between then and now is that there are new growth areas brought about by digitisation.

2020 Singapore salary forecast

Singaporeans hoping for a huge salary jump in 2020 might be in for a disappointment, as the republic’s average salary increase is expected to be three per cent after accounting for inflation. But Singapore employees will still see a larger increase than their regional neighbours, such as Hong Kong, Taiwan and Japan.

The numbers were obtained across various industries, including Manufacturing, Retail, Transport, and Finance. Given the predicted global average increase of 1.4%, Singapore’s 3% increase was “among the world’s highest”. This because of the notably low level of inflation that Singapore has seen over recent years, coupled with talent shortages due to a tight labour supply and tighter immigration policies. 

This salary increase will probably be mostly applicable to workers in specialised positions with low talent supply, such as cyber security specialists and developers. As for the rest of Singapore, obtaining a pay rise would be “challenging”, as economy outlook still remains uncertain.
