Commissioning Engineer(Expats in China),one year contractor

Introduction:

Commissioning Specialists focus on coordination or stewardship of field execution of commissioning activities within their discipline, including preparation or review of deliverables. The role is characterized by: • Strong technical skills within the specified discipline (e.g., Mechanical, Rotating Machinery, Electrical, Telecoms, Instrumentation) with a significant portion of experience being ‘hands-on’ fieldwork in their respective discipline • Collaboration with the Contractor to ensure requirements for commissioning activities are clearly understood and adhered to. • Abitlity to efficiently work with other groups (engineering, construction, quality) to resolve issues • Good communication skills and assertiveness to intervene when work is being done unsafely or not per required procedure • Leadership to ensure project priorities of safety, quality, and schedule are achieved.

Responsibilities:

Responsibilities of Commissioning Specialists may include any or all of the following, depending on the specific needs of the assignment:

Be familiar with the Contract Scope of Work and all Systems Completion Project Design Specifications (PDSs) including specified discipline PDSs addressing installation and commissioning

·        

Review and provide input to Contractor deliverables including but not limited to P&IDs, ISOs, Procedures, Schedules, Plans, Check Sheets, Fishbone Diagrams, Skylines, Loop Folders, Leak Test Packs, Work Packs, PTW, TCPs, etc.

·        

Participate in appropriate FATs and SITs; document completed testing and identify deficiencies

·        

Participate in or lead toolbox talks and daily work coordination meetings; communicate status to planning and leadership

·        

Provide onsite leadership to workforce to ensure safe execution of commissioning activities; support the review of systems ready for MC acceptance to ensure safety issues are addressed prior to commissioning

·        

Review permits, isolations, and resources for performance of daily work activities

·        

Monitor execution of work in the field to ensure compliance with approved procedures and processes; identify quality issues early and work with Contractor to resolve them

·        

Monitor workforce to ensure worker competency and deliver discipline specific training as needed

·        

Participate in walk downs to review completion of facility scope and identify outstanding work lists and punch list items; perform punch closure verification as needed

·        

Ensure final facility is constructed, commissioned, and documented per Company expectations when in an oversight role

·        

Provide troubleshooting expertise, support root cause failure analyses, and coordinate closure of outstanding items

·        

Support transition to Operations through participation in required post-start-up functional testing witnessing

Requirements:

QUALIFICATIONS AND EXPERIENCE (CONTRACTOR)

·        

Expert in discipline specialty

·        

Ability to influence without authority

·        

Proficient in Work Management Systems

·        

Effective communication skills; ability to clearly and concisely describe conditions in the field and recommend remediation steps

·        

Team Player; exhibits effective teamwork when working with persons over whom the person may have no direct authority and willingness to assist others

·        

Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities

·        

Knowledgeable of Project Completions activities and typical commissioning practices including typical Systems Completion Database software (e.g., WinPCS, MC+, CoConsole, Orbit)

·        

Proficient in Microsoft Office suite of software programs

 

SKILLS AND KNOWLEDGE

·        

Bachelor’s Degree in Engineering with a minimum of 10 years’ experience in Oil & Gas industry.

·        

Mandarin (Written & Spoken)

·        

Fluent English (Written & Spoken)

·        

Petrochemical and module yard experience is preferred.

·        

International experience is an asset.
